5. Management, Engineering, and Production Requirements
(I) The Purchaser and the Thermal Spray Contractor shall institute a management and quality assurance system to ensure that the provisions of this standard are met.
(2) The Purchaser shall be responsible for selecting, engineering, and specifying thermal spray coatings (TSCs) for their equipment and components to include technical specification, and drawing changes. and issuing thermal spray job orders to the Thermal Spray Contractor. Additionally the Purchaser should maintain an engineering database of approved thermal spray applications and specifications and their service performance history and qualified Thermal Spray Contractors.
(3) The Thermal Spray Contractor shall be responsible for meeting all the production and record requirements of this standard to include facility, equipment, personnel training and certification, and the surface preparation, thermal spraying and finishing, and the in-process quality control.
5.1 Purchaser and Thermal Spray Contractor Requirements
5.1.1 Purchaser Requirements. In addition to 5 (1) and (2), the Purchaser shall develop and issue contract documents with the data elements comparable to those in Figure I- a sample Engineering and Job Order (EJO) prior to commencement of the thermal spray application. If the Purchaser requires standardized supplementary bend tests (see Annex C). or variance of the Bond Test (see 5.6.4 and Annex D), they shall be specified. The Thermal Spray Contractor in turn, is required to provide validated spray process and parameter records with data elements comparable to Figure 1 to the Purchaser.
5.1.1.1 Evaluation of the Thermal Spray Contractor. The Purchaser is responsible for evaluating and certifying the management and technical capabilities of the Thermal Spray Contractor to meet the requirements of this standard for contracted services.
5.1.2 Thermal Spray Contractor Requirements
5.1.2.1 Management. Management for the quality of thermal spray machinery components shall be prescribed by written procedures. Written procedures shall be prepared which assign responsibility, authority, and the accountability br performing work and inspection. Personnel performing quality functions shall have sufficient, well-defined responsibility, authority, and the organizational freedom to identify and evaluate problems and to initiate, recommend, or provide solutions.
5.1.2.2 Inspcction System. The Thermal Spray Contractor shall maintain an inspection system adequate to ensure the Purchaser or authorized agent, that all of the requirements of this standard have been met. Written procedure shall be prepared to assign responsibility and provide accountability for performing work and inspection. Personnel performing acceptance inspection shall he trained and qualified for the work they are to perform. Records of such training shall be maintained.
5.1.2.3 Thermal Spray Job Control Record (JCR). Written records shall be prepared and mainLained for each sprayed component. or each batched lot of sprayed components. as agreed to by the Purchaser and the Thermal Spray Contractor. The record shall include at least the data elements in Figure 2 prior to commencement of the thermal spray application. Operations shall be recorded prior to the commencement of the next operation. Each item on the record form shall be signed and dated by the operator except for those checkpoints designated for verification by the inspectors.
